On leaving RMC Allan rejoined the Australian Public Service at Army HQ and joined the CMF. He was commissioned as 1st Lieutenant in 1969 and transferred to Foreign Affairs that year.
In 1970, he became Vice-Consul in Nairobi and Consul in Manila and Western Samoa.
In 1994 Allan was elected President of the Hall Volunteer Bushfire Brigade, and in 2001 he became President of the ACT Volunteer Brigades Association.
